Gov. Bush Approves New OUC Power Unit
Additional Generation Capacity Will Serve Growing Region

ORLANDO (September 11, 2001)By unanimous vote, Governor Jeb Bush and the Florida cabinet approved the construction and operation of a new 633-megawatt state-of-the-art, high-efficiency power plant to serve Central Florida.

The new unit, consisting of two combustion turbines, two heat-recovery steam generators and a single steam turbine, will be built at OUC's Stanton Energy Center and should be completed by fall 2003.

"With the approval of Gov. Bush and his cabinet, we can now begin construction on this environmentally friendly expansion and ensure our ability to meet the future electricity demands of our fast-growing region," said OUC General Manager and CEO Bob Haven.

The natural gas-fired, electric generation project is a joint development initiative of OUC, Southern Company, Kissimmee Utility Authority and the Florida Municipal Power Agency.

OUC will own nearly a third of the new generation unit's output. KUA and FMPA will own smaller shares. Southern Company will own the remaining 65 percent. Under an initial 10-year contract, OUC, KUA and FMPA will purchase all of Southern's generating capacity. Options in the contract could extend it for an additional 20 years.

"The joint development partnership we've created for this project will share the costs and benefits with electric customers throughout the Florida," Haven said.

The project received a Certificate of Need from the Florida Public Service Commission on May 14, 2001. A state administrative law judge recommended the project for certification of construction and operation following an environmental hearing in Orlando on July 23, 2001.

The new natural gas-fired generators will feature combined-cycle technology that minimizes emissions and generates electricity 30 percent more efficiently than earlier technology. Presently, OUC operates two coal-fired generating units at the Stanton site in east Orange County. These units are among the most environmentally sound coal-burning operations in the nation, according to federal monitoring agencies.

OUC—The Reliable One is a municipal utility owned by the City of Orlando. It provides electricity and water services to more than 165,000 customers in Orlando, St. Cloud and parts of unincorporated Orange County.
