Boroughs Appointed Vice Chair
Of National Public Power Council

WASHINGTON, D.C. (September 26, 2003) – Tommy Boroughs, a Commissioner with OUC—The Reliable One, was named as 2nd vice chair of the American Public Power Association's Policy Makers Council. APPA is the Washington-based national service organization representing the nation's 2,000 not-for-profit, community-owned electric utilities.

The Policy Makers Council assists APPA in promoting federal legislation that is important to public power systems and opposing harmful legislation, and provides advice on other issues of importance to APPA. Members of the council meet a minimum of twice a year, and may be invited to participate in meetings with elected representatives and congressional staff for the purposes of supporting APPA's national legislative agenda.

The council is made up of 40 members who serve on either utility boards or city councils of public power communities. Four members are appointed to the council from each of the 10 regions recognized by APPA.

As an officer of the APPA Policy Makers Council, Boroughs plays a key leadership role in determining the direction of the group. He will serve as the council's chair in 2006.

Boroughs is a partner with the law firm of Holland & Knight, specializing in real estate acquisition and land-use matters. He is also an active member of the Florida Municipal Electric Association in Tallahassee. In addition, Boroughs has been a key hands-on player with the Greater Orlando Chamber of Commerce, the Heart of Florida United Way and the Orange County Bar Association, among other organizations.
