The Step-by-Step Development Process

Whether your proposed project will be new construction on undeveloped land, the expansion of an existing business or redevelopment of an older location, we can make electric and water service available within our service area.

The 12 Steps of Development

Here’s a step-by-step guide to help you start working with Development Services:

  1. To begin, you must request a Letter of Availability from OUC to learn whether water and/or electric service are available for your location. You should receive a response in three to five business days.
  2. Once service availability is confirmed, you’ll need to submit three sets of plans (in PDF format) that include the service requirements indicated in your services availability confirmation to [email protected].
  3. Based on the plans submitted, the development services team will create a work order to record and track your project.
  4. Your plans will be forwarded to all applicable engineering departments for review and pricing estimates.
  5. Development services will set up utility coordination meetings as needed with you and your design team.
  6. OUC engineers will coordinate all electric and/or water infrastructure requirements with your design team.
  7. When reviews are complete, each engineer will notify the development services team to provide you with a cost letter.
  8. Engineers will order long lead items such as transformers or large water meters. Duration may be extended due to supply chain shortages.
  9. Submit payment with all required forms.
  10. Once the forms have been received, permits will be pulled, and the project will be added to the construction schedule.
  11. Preconstruction meetings are scheduled with your contractors, and construction will begin.
  12. An engineer will review the completed construction. While projects vary, customers should plan on three to six months from plan submission until OUC services are installed and OUC’s portion of the project is complete.
Cost in Aid of Construction (CIAC) Charges

These charges are designed to recover the cost differential between underground and overhead distribution systems.

Refundable
A $580 per lot fee must be paid before OUC orders and begins installation of electric equipment (e.g., transformers, primary cables and meters). This portion of the CIAC fee is refundable if the project has permanent active meters on at least 75% of completed lots within three years.

Nonrefundable
CIAC charges are applied to all new commercial/multi-family facilities that will be placed underground and vary for service areas with or without natural gas service to appliances. 

  • The feeder charge will be $25 per kVa for customer-installed duct bank.
  • The feeder charge will be $66 per kVa for OUC-installed duct bank.

For new electric service in areas served by natural gas, the costs are as follows:

  • The current charge is $419 per home for commercial and multi-family buildings.
  • The current charge is $595 per home for a residential single-family building.

About Refundable CIAC Fee

What is this Per Lot Fee for?

This $580 per lot fee helps cover the upfront costs of electric infrastructure installations in new residential developments.

What’s the difference between this Per Lot Fee vs a regular Cost in Aid of Construction (CIAC)?

This per lot fee is refundable if certain conditions are met. The regular CIAC is non-refundable and covers the costs for requested underground distribution facilities or extended distribution, which is deemed not beneficial to the overall system.

What type of payment is acceptable?

Check, ACH, wire transfer and surety bond.

How does a customer apply for a surety bond?

A list of eligible surety bond agencies will be provided. Once OUC receives a completed surety bond application from the customer or surety bond provider, the account will be updated to reflect that payment has been satisfied and project materials will be ordered.

Do I have to pay the full amount?

Upfront payment is required for the number of residential lots within a development phase or for the entire project.

When is the fee refundable?

The fee is refundable if the project has permanent active meters on at least 75% of the completed lots within three years. It’s the customer’s responsibility to contact OUC to request a CIAC payment refund.

Are non-profit organizations exempt?

No, all customers are required to pay this fee.

When does the three-year period start?

Once OUC completes electric equipment installation, you will receive notification, via email or a phone call, that the three-year period has started.

Can the project be constructed in phases?

Yes, an engineer will work with you on your construction plan and the costs associated with each phase.

Does OUC require an approved signed and sealed set of plans?

Yes, OUC does require the final plans that we estimate to be signed and sealed. We also require signed and sealed copies of permit drawings that are being submitted to the agencies.
