Carlos L. Woody

Chief Legal Officer

Carlos L. Woody serves as Chief Legal Officer of the Orlando Utilities Commission (OUC—The Reliable One), where he oversees all legal affairs, including Regulatory and Environmental Compliance Risk Management, Corporate Security, Legislative Affairs and litigation involving the Commission.

With extensive experience in public utilities, procurement, local government, taxation, and corporate law, he provides strategic counsel that supports OUC’s mission of reliability, innovation, and community stewardship.

Since 2006, Mr. Woody has been an Adjunct Professor of Law at Florida A&M University College of Law, teaching courses in Florida Constitutional Law, Professional Responsibility, Criminal Law, and related subjects. He co-authored the fifth and sixth editions of Florida Constitutional Law: Cases and Materials, a leading casebook used in law schools across the state.

Before entering the legal profession, Mr. Woody built a distinguished 15-year career in federal law enforcement, culminating as Assistant Special Agent-in-Charge of the Miami Field Office, IRS Criminal Investigation Division. His leadership included oversight of complex investigations involving financial crimes, money laundering and narcotics trafficking.

A member of the Florida Bar and Board Certified in City, County and Local Government Law, Mr. Woody holds a Juris Doctor (cum laude) from Florida A&M University College of Law and a B.A. in Business Administration (Accounting) from the University of South Florida.
